Methodology

My teaching method depends on the level where the students are at. Each student have individual needs, some require a lot of hand-holding and guidance (novices) while others just require concepts to be discussed or to have a sounding board (professionals). I find it very important therefore to first have a general discussion with students to determine their needs and at which level they are functioning. Their career aspiration so that teaching objectives can be determined and a individualised curriculum can be developed. Once that is established the next important step is to establish the schema or individual background of each student. This is important because it may frustrate a student if you try to teach them work that they are already familiar with and conversly, it can be equally frustrating if you teach advanced concepts when they have not yet encountered the basics that underpins the advanced concepts. In short, I believe that each individual have their own teaching, coaching or mentoring requirements and they all have their own unique development requirements.

Experience

 Group Human Capital Management (GHCM) Strategic and Business Planning:
o Facilitated, established and implemented GHCM Strategic and Business Planning processes in line with the City of Johannesburg’s (COJ) Strategic Planning Processes and Integrated Development Plan (IDP)/Business Plan. Provided advice to the Director: Management Support Services on these matters;
o Coordinated cross-functional GHCM planned operations into an Operating Model using integrated planning concepts suitable for the complex operating environment;
 GHCM Unit Scorecard;
o Facilitated and developed the GHCM Scorecard to give expression to the GHCM Business Plan;
o Drove the GHCM Senior Leadership Performance Management Programme/Scorecard;
 COJ SAP Business Transformation Programme (Complete revamp and consolidation of all the Business Processes and Applications used at the COJ and its Municipal Entities in-line with National Treasury requirements);
o Stream Lead for the Business Relationship Management (BRM) Stream;
 City-wide GHCM Forum:
o Established a forum of top HCM managers across the COJ central administration and its 13 Municipal Entities to co-ordinate City-wide GHCM activities;
 City-wide GHCM Business Intelligence Programme:
o Designed the solution and project managed the implementation of the COJ HCM City-Wide Business Intelligence System (Monthly consolidation, correlation and reporting of data from 13 different IT systems across the COJ for 33000+ employees into one reliable HCM Business Intelligence Data Warehouse). The reports from this system are used for internal reporting and external e.g. COJ Audit Committees, National Treasury and Statistics SA;
 City-wide GHCM reporting:
o Reported regularly on City GHCM information to internal COJ structures such as the Group Performance Audit Committee (GPAC), Group Risk Governance Committee (GRGC), Section 79, Extended Executive Management Team (EEMT), Mayoral Committee (MayCom) and as and when required to other internal structures;
o Reported regularly on City-wide GHCM information to external structures such as National Government (National Treasury and parliament), Department of Cooperative Governance and Traditional Affairs (CoGTA), Statistics South Africa (StatsSA), Provincial Government;
o Compiled the GHCM chapter in the COJ City Annual Report which is submitted to the National Treasury and Parliament and published on the various governmental websites for national consumption. These are scrutinised by the media and political parties and extensively commented on.
 Programme and Project Managed HCM projects:
o Implemented the Time Driver module on SAP HCM. This included a large component of data sanitisation in terms of leave and of shift schedules;
o Collected and sanitised data for the HCM Benchmarking exercise;
o Unfunded Liabilities project which involved the data delivery and management from various input sources to the correct delivery point. Coordinated and negotiated with various entities to obtain sanitised data and to deliver the data for processing to outside consultants. The data was worth billions of Rands as it was for Pension Funds and Medical Aids;
o SAP HCM Employee Self Service pilot project;
o Programme managed all projects across the GHCM unit and compiled consolidated monthly and quarterly performance progress reports into the COJ structures;
 City-wide Employee Cost Reduction project
o Managed to significantly improve the Remuneration Ratio of the COJ and its Municipal Entities over a period of three years thereby positively influencing the COJ investment rating. Subsequently convinced Executive Management and the COJ Budget Office to change the budgeting process to reduce annual Departmental and Municipal Entity budgets at inception and thereby eliminating the requirement for post-budget Employee Cost Reduction efforts;
 Physical Employee Verification Project:
o Project Managed physical employee verification project for the biggest City in South Africa (COJ). The City comprises 1645sq km with employees geographically spread over a multitude service delivery location. This project was managed with only internal resources and the scope determined a manually operation with each employee physically reporting at one of nine stations across the City over five days. This project was so successful that the Executive Management Team (EMT) gave me a standing ovation when I presented the findings at their monthly meeting;
 GHCM Service Management;
o Facilitated workshops and directed the development of the GHCM processes;
o Designed and implemented Service Management within GHCM;
o Facilitated documentation and redesign of all GHCM processes. This was so successful that the COJ GHCM was invited by the Provincial Government to present our solution to the other Gauteng Municipalities as a benchmark;
 GHCM Audits:
o Managed the audits that were conducted by COJ internal auditors and the external audits by the Auditor General (AG). At the time when I took over this activity the GHCM Unit had a qualified AG audit and over 52 findings. I managed to uplift this during my term to a clean audit with zero findings;
 Geological IT Systems infrastructure:
o Project Managed the installation of a new server infrastructure for the COJ Geological Information Systems (GIS) section and the relocation of the infrastructure to the new site;
 HCM/HR Shared Services Centre Technology:
o Designed, Project Managed and implemented the Technology Architecture for the GHCM Shared Services platform including the GHCM Contact Centre. Assisted the Project Manager for the overall GHCM Shared Services to research and design the HCM Shared Services Blueprint and Delivery Model, assisted with the implementation thereof and provided advice in terms of the deliverables for the project; and
 Managed employees in my team in terms of all applicable people management issues and unit performance and delivery objectives.
