A budget is a financial plan - it can be used for you as a person, or for a business. A cash budget is an analysis which shows cash received and cash paid out, showing you how much money is being generated or spent. It usually starts with the opening cash balance and ends with the closing cash balance. It usually is broken down over time: by day, week or month so you can see what is planned over time.

You may need to elaborate a little further and be more specific of the question if it is for a specific examination or paper. As Jon mentions, budgeting is basically the balance of incoming monies and outgoing expenses, such as your wage each month and your bills each month. You are almost always aiming to maintain a positive balance - i.e. more money in than you are taking out, with what is left remaining following any expenses the baseline profit. A cash budget would be balancing hard currency - a petty cash allowance, for example - as opposed to other types of finances.
