It depends if you're referring to science and mathematics or to more general situations.
In science and mathematics, an open problem or an open question is a known problem that can be accurately stated, and has not yet been solved (no solution for it is known).
More generally an open question is one where the form of the question does not suggest the answer and requires the person being questioned to provide the answer. E.g. What did you do yesterday? This question warrants a fairly long response and the individual has more choice as to what he or she says. This is opposed to a closed question which can be answered with either a single word or a short phrase. E.g. how old are you?
