His report to the Parliament on Social Insurance and Allied Services was published in 1942, and recommended that the government should find ways of fighting the five 'Giant Evils' of Want, Disease, Ignorance, Squalor and Idleness.

If you look up squalor in the dictionary, it will say 'dirtiness'. By this they mean unclean and insanitary conditions. It's associated with extreme poverty and very poor living conditions - places where diseases can spread very quickly.
