The perimeter of any rectangle is 2*(x + y) where x and y are the lengths of the two sides.
For this problem set instead the length of one side to be 3x, then the longer side is 5x. x is chosen in this way to avoid fractions. Also, because the sides are in the ratio 5:3, then if one side is 5 feet the other is 3 feet, if one side is ten feet then the other is 6 feet, and so on. So we're choosing x to be the common scale.
So the perimeter is 2*(3x + 5x) = 45 feet. Again, rearrange this equation to find x.
