Why do we protect some areas from flooding but not others?

If there is more chance of flooding in a certain area then it is more like to be protected. For example in Newbury this year the council decided to pay for protection for areas with more than a 1% chance of flooding in any given year.

If there are businesses, travel links, areas of nature or heavily populated areas then these will also be more likely to be protected
