I think it is important for the learner to become confident in the spoken language, as this is the most productive way to become fluent and writing and reading will become more natural. In my lessons, I would like to begin with a quick chat at the learner's level and then start on topics and areas that the student would like to focus on. I would discuss these areas in advance so that I can prepare material for the lessons.
