I think the best way to learn a language is to .. talk ! Living in the country would be the easiest and quickiest way, but as we are not in France, I encourage pupils to talk, exchanged ideas, give their opinion, build sentences and so on. Also hearing people speak french is very helpful. So, I would recommend talking and watching tv programs and movies.
