I find it helps to identify the student's weaker topics rather than plunge headlong into a syllabus, target these weaker areas, and build confidence by going through past exam questions. This technique really helps students understand how they will need to use their knowledge in an exam. Lot's of practice gives the confidence needed to succeed.
