Building rapport, getting to know student's likes, and dislikes, and how they learn best etc.  Then we come up with a plan, to best help the student succeed, based on the data collected.

I have worked with mostly special needs children in recent years, but have also worked with everything from 0 to young adults in the past 16 years as an educator

Keep looking, until you find a tutor that helps your child excel, most people are willing to tutor, but some superhero kiddos need someone who can be patient, and accept them for where they start, not just teach to a school standard.

A few things worth thinking about before reaching out
Is there a way, you feel you learn best, without feeling as frustrated?

Do you need periodic brain breaks to absorb material, or formulate a question about what was just reviewed?

Accomodations that are needed to implement their best learning environment?

I prefer to charge 15 dollars per hour session, as young people should rarely focus on a screen longer, than that, as it is, not to mention special needs.
