About Michael
As Commanding Officer of the NYPD Chief of Departments Office, I led all six NYPD Enforcement Bureaus and I planned, directed and controlled all NYPD criminal investigations, crime fighting strategies, investigative oversight on every NYC homicide and all NYC Non-Fatal shootings, special events, the school safety division and 24/7 departmental response to high-profile incidents. I investigated all police-involved shootings by NYC police officers. As a Homicide Squad Commanding Officer, I handled over 6000 criminal and civil cases each year. I led a City-Wide NYPD Financial Crime Task Force to combat Accident Fraud, Identity Theft, Credit Card Fraud, and Financial Crimes which resulted in hundreds of arrests and successful prosecutions with a large decrease in fraudulent reports and scams.
I supervised and led RICO investigations, Financial Crime and Fraud cases with the United States Attorney’s Office for the Eastern District of New York. I was a subject matter expert that partnered with the Chief of Detectives in the re-engineering and re-organization of the NYPD Detective Bureau and led the development of the NYPD NYC Evacuation Plans, Active Shooter Risk Mitigation, DNA Evidence Collection, Geospatial and Social Media Analytics, Intelligence Collection, Crime Scene Automation, and Electronic Case Management System.
I led the NYPD CompStat unit for the Chief of Department and have extensive practical expertise in the application of the NYPD CompStat model. This consists of our crime mapping software with computer generated statistics to analyze crime problems and develop appropriate effective police responses. This process includes the identification of specific and measurable objectives, accurate and timely intelligence, geographic crime analysis, development of appropriate and effective police responses and strategies, Rapid deployment of resources in a coordinated and targeted effort.

My teaching philosophy is based upon my core belief that the ‘students are first’, and to that extent everything I do in my preparation, development and administration of my courses revolves around that belief. I engage my students by developing and presenting my courses in a modality that students have embraced and become familiar with in the age of information and the “IoT,” internet of things. By embracing technology and keeping the learning process familiar to the students, I have discovered in my teaching experience that this inspires them to learn. My primary goals are for my students to foster the skills, competencies and knowledge the course is designed to provide.
I am able to facilitate student’s learning by presenting the course in such a manner that they are inspired and gain an appreciation of the relevance the course material has for their career goals and aspirations. When students can clearly see the validity, relevance and importance the course material has in helping them achieve their primary goal of attaining a successfully and rewarding career, they become fully engaged and gain fundamental knowledge and understanding of the learning objectives of the course.
