Always hire a skillful and knowledgeable guy but remember it's not him it's you who have to create the difference with your hardwork. A teacher can do his best to make you understand things, help you to build concepts and develop skills to approach each and every problem in your studies as well as in real life but implementing all these resources in best is dependent on a student. So always work hard and believe in Allah.
A few things worth thinking about before reaching out
They should properly understand their problems. They should have following questions to ask:
where are they lagging?
What concepts are yet to develop?
What are needs of their course ?
What criteria do they want teacher to fulfill?
How could they make a teacher help them develop skills to implement their knowledge?
