I undertook a 14,000-word research project analysing the implementation of the IELTS as part of Australian language policy. My findings were that the system of assessment frames English language proficiency as the responsibility of the migrant, as a quantifiable skill that is assumed to be essential to economic efficiency and cultural integration, and strategically used as a barrier to Australian immigration.
