I prefer to take ten or fifteen minutes to establish what computer background they're coming from, what they are looking to accomplish and why they've sought out tutoring.
Honestly, I'd ask them what they are interested in outside of computer science, and then to start coding there.
Tutoring is best when accompanying a project or goal that the student is actually intersted in, and too often, people enter computer science because it's big and flashy and powerful.
My advice is, "Get a hobby, and program around that." If you love coffee, but hate how complicated it is to find the right beans, build a website that allows people to get custom samples. If you love board games, but can't find an online version of your favourite one, build it.
Computer science is at its best when it's geared toward tasks that would be fulfilling in their own right. If everything is going well, your tutor should be helping you learn the building blocks for your own creation.
