I believe that when it comes to Mathematics and Physics the skills need to be taught and then tested from multiple different angles using a variety of questions. 'Practice makes perfect'. Once a topic is mastered only then should the student move on to the next.
In my personal experience the best way to become a competent mathematician is by applying the mathematical theory to answer questions.
